I think it would be better if the behavior was more consistent, preferably the constant seeding setting would always take precedence over the ratio limit, regardless of if the ratio comes from the global setting, the category, or the individual torrent.

Constant Seeding Normally, seeding transfers will be paused by the system (standby queued) when the 'Upload Slots' setting has been exceeded. Transfers that are set to 'Constant Seeding' will never be paused by the system and do not consume upload slots. This is not related to ratios. It merely bypasses the limit set for upload slots.
Some priority files may be set for "constant seed", i.e. 100. The remaining 400 could then be rotated into the available 100-300 slots, based on several criteria, perhaps giving priority to orphaned torrents for which there are few if any other seeders.
