The ICS Titan is a Copper Head Gasket made by a well known gasket maker SCE. Many 4G63's have tried to run Copper SCE Titan or SCE Pro Copper Head gaskets with O-Ringed motors and the initial buzz about copper head gaskets was kind of shot down.
The bypass plate blocked off the FIAV while still allowing the ICS to be used. The lower portion of the throttle body is still used with the bypass plate. The other option is taking the lower half off and just welding everything closed. You must be logged in to view this image or video. Now you can safely and effectively block the FIAV for free!
Technically you arent bypassing anything unless people think that air going through the ICS is a bypass for the FIAV somehow. Though even the bypass plate says that it blocks off the FIAV.

The only one that will "pinch" with the oring on one side and the receiver groove on the other is the copper NON ICS gasket from SCE. Whoever did the machine work should have told you this.

I would only suggest getting a true block off plate if you are deciding to eliminate the ICS as well as you will be able to remove the whole lower half of the throttle body.
