The %temp% in the Run command line will show the contents of the logged in user's temp folder. I always recommend deleting as many files as possible in this folder, as they are only temporary files and can safely be deleted.
My advice would be to create a new folder in the temp directory and move any files/folders you want to delete to the new folder, check if everything still works.

The creators of Unix and most (all?) Linux distribution maintainers on the other hand see a strong relation between temporary files and automatic removal.
