Those repeaters burst data with that NAC every couple of seconds (453.050, 453.150, 453.200, 453.750). Looking at the RIDs you logged they seem to coincide with the Septa CCT bus numbering scheme (6000 series) They used to have talkgroups on the T-band TRS but I've been sitting on that department for about 15 minutes now and nary a peep.
The 453.800 131.8 PL was fairly consistent last week at various SEPTA stops. They mentioned MacDade Blvd in Delco, at one point. I received alternating 131.8 PL & 141.3 PL on 453.800, but no voice was heard on 141.3 PL. There were also periods of static on both.
The repeaters are on either 453.425 or 453.525 with the same traffic on both frequencies so you only need to monitor the frequency of the nearest repeater. All Thruway zones are like this on the same frequency pair but with 97.4PL for Zones 1 & 3 and 123.0PL for Zones 2 & 4.
453.275 MHz, I am hearing a two tone burst then a automated female voice for dispatching. I think that this maybe Austin firecom, but not sure. I am in the Nolanville (Bell County) area. I program 453.275 up since it is also regestered to Scott and White Hospital.

I caught what I beleive was PPD J Band for a few minutes around 7:30 tonight on 453.4625 pl131.8.
453.000 DOH uses 453.000/458.000 as Courtesy patrol repeater here in Harrco and surrounding counties (marion, mon, taylor, dodd, ritchie, preston) Most are PL 186.2, but occasionally you will find DOH using PL 123.0 as well.
