The order most definitely does matter. Particularly because all filters run against all new messages. Unlike other email services, Gmail does not allow the equivalent of "stop processing more rules" when defining an email filter. This is an unfortunate shortcoming, resulting in the situation where "the order doesn't matter" even though it should.
