IBC totes are typically made from HDPE which is the same material most commercial fuel cans are made out of. So in terms of material of the tote, should be fine. There might be other concerns though that I haven't considered

The problem with painting an IBC tote or any food-safe/grade container is finding paint or epoxy that will be both nontoxic and permanently bond to the plastic. Unfortunately, I know of no such product. So, if you're looking to shield the tote from sunlight, I think building a structure around it would be a better solution than painting it.
