The problem with painting an IBC tote or any food-safe/grade container is finding paint or epoxy that will be both nontoxic and permanently bond to the plastic. Unfortunately, I know of no such product. So, if you're looking to shield the tote from sunlight, I think building a structure around it would be a better solution than painting it.
