Windows will automatically try to use the backup profile the next time this user logs on. 1511, User Profile Service - Windows cannot find the local profile and is logging you on with a temporary profile. Changes you make to this profile will be lost when you log off.
You might use a computer startup script to fix file system permissions. The script would have to enumerate all profiles (HKLM\Software\Microsoft\Windows NT\CurrentVersion\ProfileList) to get the local profile paths and set permissions. The script language doesn't really matter - I tend to use VBS, but Powershell will do as well.
When you create a multiple users, Windows uses the built-in default local user profile as a template to create user profiles for each new user. After creating user profiles, the built-in administrator account profile is deleted when you perform a clean Windows installation or when you run the Sysprep tool.
